For 90 years, Spotts, Stevens and McCoy has been about solving problems. It was 1932 when Walter E. Spotts, a Berks County native, started his own practice which eventually became Spotts, Engineering Associates, Inc. The business prospered with many local municipalities engaging Mr. Spotts as Borough or Township Engineer. Years later, Mr. Spotts’ firm joined a firm of municipal and environmental engineers founded by Lewis J. McCoy, Sr. in 1967. The resulting firm became Spotts, Stevens and McCoy (SSM).
Today, SSM continues to live the purpose of our founders – to make the world a better place. We solve problems that touch everyday life. From the water you drink, to the air you breathe, to the buildings and communities where you live, work, and play.

Over the years our internal programs and initiatives have evolved to meet the needs of our clients, the industry, and most importantly our team. One of the things that makes SSM strong is our attention to our team. We believe that our team members should not only have what they need to get the job done right, but also to move their career forward.
From comprehensive on-boarding to career development, SSM University, and industry association participation- we support our team members in being not only experts, but happy employees.
Buddy Program | For over 35 years our on-boarding process included matching a new employee with a “buddy” in the organization to help ease their transition. We get it, starting a new job can be overwhelming. That’s why we like to make sure our new team members feel safe and encouraged in their new role. Throughout on-boarding we include an intentional introduction into our company, our systems, and of course, where the snacks are. But we don’t look past the fact that sometimes you just need that person who you can ask those ‘silly’ questions to. “How do I print again? Where exactly is the timesheet?”
Our buddies head out to lunch together on their first day and continue to build their connection through the first few weeks of the on-boarding process.
Rookie Club | The Rookie Club is an extension of our orientation and extends through the first anniversary for each new hire. The Club meets quarterly to discuss the employee’s first year, questions they have, and insights/feedback about the transition to SSM. We’ve found that The Club is a perfect check-in with a cohort of other new hires to share their experiences, discuss what’s missing, and connect on similar needs.
It’s a great resource for our Human Resources team as well to identify the gaps in our on-boarding, or the valuable experiences our team members had before heading to SSM.
The Varsity Team | More recently, we’ve started the planning process for a brand new Varsity Team that will have the same core mission as our Rookie Club: gain insight from our people. The Varsity Team will invite conversations with our 10+ year SSM team members.
SSM University | Our SSM University operates year-round. We utilize our employees’ feedback to establish our course objectives. And, more often than not, we allow our own team members to lead the courses. Some of our recent SSM University topics have included: LinkedIn 101 and IT Tips and Tricks. We also host monthly sessions for our Project and Client Managers, providing them useful information in regard to contracts, billing, strategic plans, and a whole lot more. And one of our favorite SSM University paths is the AMMO sessions in which our team members provide presentations to members of other departments so everyone can better understand what services we offer across the Company and the solutions we provide our Clients.
Career Development | We’re proudly a firm that encourages career development and opportunities within our teams. We’ve seen employees rise from interns to managers and even vice presidents. And, we’ve encouraged our team members in seeking new certifications that are suited to what they want their futures to look like.
Industry Participation | We sponsor our team members’ membership to a variety of industry organizations and associations. As we look back on 90 years, we can’t help but see how far we’ve come. We’ve grown, we’ve challenged ourselves, we’ve discovered new things. We’ve always been a firm that pushes ourselves to do, and be the best for our community, our clients, and our world. We’ve had many opportunities over our 90th year to reflect on memories, engage in feelings of nostalgia, and enjoy a little “Remember when...”
When we walk around our offices we enjoy remnants of tools that we used on the past. We reflect on the changes from the slide rules, T-squares, triangles, and compasses all the way to 3D software, scanners, and drones. We have retired survey equipment repurposed in our lobby, old stamps and markers for decor, and even old textbooks floating around.
But nothing will replace the knowledge and experience that our staff leverages with these tools.

For more than 50 years, SSM has been helping clients manage environmental hazards and regulatory compliance as a part of our service expertise. In 1968 Charles H. Stevens, PE, CIH, left industry to become a partner in the firm and expanded our services to industry to include industrial related projects in the fields of air pollution control, industrial wastewater treatments, and industrial hygiene.
As regulations changed and evolved over the years, our team was prepared to help our clients meet the new and stricter requirements.

We have deep and long-standing experience providing Municipal Engineering Services. In fact, municipal engineering is core to our business and has been for 90 years. Since 1932, we've assisted our clients in the planning, growth, and well-being of their communities. From 1932-1961 Spotts Engineering Associates, Inc. provided consulting engineering services for nearly 40 municipalities. Today we help 100+ Pennsylvania municipalities and counties find practical solutions to their challenges and problems. We plan and oversee a wide range of infrastructure engineering, surveying, mapping, and information technology projects. We attend municipal meetings.
In SSM, municipal, county and state governments have a multi-faceted, full-service engineering/consulting firm that serves as an extension of their operations. A solid foundation – it started in 1932 with Walter Spotts. As the firm grew, our surveying department continued to be an essential element of our firm’s services. In the early 1970’s our archives show that “the Surveying Department was the largest employee department in the company supplying to a variety of public and private clients as well as the other engineering departments within the firm. The services included making such measurements as are necessary to determine or establish the relative position of points above, on or beneath the surface of the earth for purposes of furnishing accurate descriptions and plans.”
Today our surveying and mapping capabilities cover a lot of ground from new construction to building rehabilitation, campus mapping to treatment facilities, utility lines to golf courses. In fact, our archives contain the most complete record of local survey and site plans in the region. Data points from Total Stations and data collection systems, robotics and other state-of-the-art equipment are transferred electronically to our CAD system for engineering design. We are using drone technology, HDS and BIM on our projects to enhance our collaborative relationships for outstanding results. We can measure things that couldn't be measured before, capture images of existing conditions for future reference, bring information to your fingertips as well as create reference points for future site considerations.

As a multi-disciplinary firm, our focus has always been to provide the mix of services and technical expertise that is most valuable to our clients. A look back in our archives found an employee newsletter updating the team about the services in our General Engineering Department, “Bridges, culverts, retaining walls, buildings and other structures comprise most of the projects handled by this department. Providing the engineering skills necessary to complement the projects of other departments is also the job of the General Engineering Department.”
In September 1989 SSM announced the expansion of their engineering capabilities with the addition of a mechanical and electrical engineering group. While initially serving our municipal clients, the expanded capabilities also served our growing industrial client base.

Since our inception, Spotts, Stevens and McCoy was intended to be a multi-discipline firm. In 1967, building on 10 years of experience in environmental engineering, Lewis J. McCoy Sr. opened his own engineering practice in Wyomissing, Pennsylvania. A year later he brought in a new partner with experience in industrial HVAC, mechanical engineering, and electrical engineering: Charles H. Stevens. In 1970, Stevens and McCoy, Inc. acquired Spotts Engineering Associates, a municipal engineering and surveying firm founded in 1932 - to become Spotts, Stevens and McCoy, Inc.
For 90 years we have been providing not just engineering services - multidisciplinary engineering and consulting services to our clients. Our teams work closely and collaborate regularly on projects, combining the expertise of every department.

At SSM the numbers are assigned in chronological order – so this story is devoted to the 1564 employees that make-up our history. On our team today we have Employee #0138 who works just across the hall from Employee #1564.
Our people are our greatest strength. From Employee 1 to Employee 1564 - we couldn’t be where we are without the people that make SSM. The team members that work tirelessly to get bills and checks out the door, to the designers and the engineers that make client visions come to life. Over the past 50 years, SSM has successfully completed many municipal recreation and park facilities throughout the Lehigh Valley, Berks County and surrounding Counties. Preparing grant applications to help municipalities obtain matching funds for recreational projects. Writing ordinance provisions to encourage the dedication of parkland and generate recreation impact funds. Combining expertise in landscape architecture with civil, structural, mechanical, and electrical engineering. We understand what it takes to bring a successful, comprehensive park facility together from budgetary and environmental constraints, schedule limitations, and public input and participation. We approach each park and recreation facility design uniquely, focusing on municipal and community-based input as the basis of the design process. We find this approach produces cost-effective, user-friendly facilities that meet community needs and expectations.

Environmental engineering has been a part of our repertoire since the beginning. Check out these two similar shots of a project many years ago, and one just recently. We have a team of geologists and environmental specialists that are well-versed in analysis and investigation of soil.
Some of the services our team offers include:
Infiltration testing: understanding how much water the soil can take in.
Soil profiles: aiding clients in understanding the details of their land.
Karst assessments: examination for incipient sinkholes through finding out where soil is soft, where it's wet, where it's pooling, and the reason why.
Sinkhole investigation: documentation and investigation of the sinkhole and throat, as well as direction for repairs.
Fill movement or disposal: coordination of construction fill sampling plan, testing, site investigation, and submission for fill to be relocated.

Let’s talk about the best brochure – an edible one!
For the past 25 years, we have showcased and supported our clients through our Taste of SSM. From door prizes to golf tournaments to coffee breaks to new babies and gift baskets, the Taste of SSM is an opportunity for us to share our business relationships.
The initial idea was simple: let’s make our gifts mean something. Why not showcase who we work for, while also supporting the business of those clients that trust us? So, the Taste of SSM was born. We established the precedent that our gifts would be filled with products that come from our clients - snacks they make, drinks they produce, gift cards to their store, and more. Every gift comes with a card: “Enjoy a Taste of SSM” and a highlight of the work we did for each client. Every year the concept has escalated just a little bit more as we’ve discovered new ways to showcase our clients and their products. At its inception, the Taste of SSM was a simple box of candy. Today, it’s so much more!

Beyond the company parties and picnics, there are other things that contribute to the overall culture of an organization and make it a place that people want to be a part of. As we look back over the past 90 years, examples of this supportive, friendly, positive culture shine through. We’ve shared stories in our series of our family-oriented dynamic, and our leadership that sets the example of a great place to work.
From group outings at the ballfield and bus trips to New York to making Gingerbread houses, throughout the years we’ve truly become a team that not only works together but creates memories together, enjoys company of each other, and shares joy with one another.
But it isn’t just the coordinated events that bring is together. It’s time and time again when our team has shown up for each other - from wearing red to remember a co-worker, to taking over the phone system to give our administrative team a day-off, to washing cars (even when you’re a manager), and so much more. SSM has always been a firm that does great things - not just for our clients, but for our people.

SSM designing site for $30 million project
Developers and local officials broke ground at the rail yard site of the former Reading Railroad freight station shortly before Thanksgiving to get a $30 million village of factory outlets under way. The site of the 20-acre complex, called Reading Station is being designed by SSM and will encompass 250,000 square feet of 100 upscale shops and gourmet restaurants. This complex will open in the fall of 1990, creating nearly 1,000 jobs.
SSM Chairman Harry Tobler said, "We are pleased to play a major role in this unique development. Reading Station, in my opinion, could be on of the great projects in factory-direct outlets in the country."
Engineers, planners, surveyors, landscape architects, and environmental specialist from all of the Reading-based operating groups are participating in this project to design the greatly changed site. This work will include planning, landscape architecture, and engineering for roadway access and parking.
Additional engineering will be provided for storm drainage facilities, sanitary sewer collection and solid waste disposal systems. Water distribution and fire protection systems are being designed by SSM as well. This technical group also performed an environmental assessment of the property and monitored the removal of oil tanks and electric transformers. Air and soil samples were analyzed by our labs. in addition, SSM's traffic engineers were called on to perform traffic signalization design and to obtain occupancy permits. Land planners and zoning expers from SSM worked closely with local government authorities to facilitate local acceptance and to obtain required permits.
As planned, the 20 acres will be landscape and turned into an outdoor village, surrounding a Station square central courtyard with rows of shops on three sides. Located throughout the square will be railroad cars and railroad memorabilia. The developers hope someday to regain use ofthe railroad for passengers and attract tourists from all over the east coast.
It’s now more than 40 years later, and the SSM team is working at the Reading Station location again for a new project!

In 1989, SSM announced installation of 8 new IBM-PS/2 computers. The computers replaced the typewriters and word processing equipment in the office.
In the months that followed, the Information Systems team would develop a network that connected the offices and departments. “The beauty of this new system is that the PC User is using drives as if they were physically attached to his or her own PC and is able to share the files on these drives with all other PC users.”
It’s safe to say that in 90 years, we’ve come a long way! This story is a celebration of how it started, and where we are now.

Building Energy Performance Program Data Collection and Tracking GIS Dashboard | Energy & GIS Services
SSM has developed a versatile tool and process for gathering data, and tracking and presenting progress on compliance with the City of Philadelphia’s Building Energy Performance Program (BEPP).
All non-residential buildings over 50,000 SF are required to review energy systems and controls periodically to bring them up to a good state of performance – this amounts to a vast and increasing quantity of data.
Developed in ArcGIS Online for desktop or mobile access, the BEPP Workflow gives SSM the capability to standardize and streamline the building tune-up and exemption processes for our clients, as well as provides the City of Philadelphia capability to monitor and share the progress of tune-ups of their own buildings through an ArcGIS Online Dashboard. We can continually optimize the Workflow and Dashboard to the City’s needs, client requests, and BEPP updates.
SSM is committed to helping property owners to save energy, reduce emissions, and improve tenant comfort. Once a BEPP project is underway, this app tracks due date, progress, compliance pathway, and other information.
