On October 23, 2018, America’s Water Infrastructure Act (AWIA) was signed into law requiring community water systems serving more than 3,300 people to complete a risk assessment and develop an emergency response plan.
RISK AND RESILIENCE ASSESSMENT REQUIREMENTS
Applies to each community water system serving a population of greater than 3,300 persons.
Requires an assessment of the risks to, and resilience of, its system.
Elements of the Assessment:
The risk to the system from malevolent acts and natural hazards.
The resilience of the pipes and constructed conveyances, physical barriers, source water, water collection and intake, pretreatment, treatment, storage and distribution facilities.
The cyber security of electronic, computer and other automated systems which are used by the system.
The monitoring practices of the system.
The financial infrastructure of the system.
The use, storage, or handling of various chemicals by the system.
The operation and maintenance of the system.
The assessment includes an evaluation of capital and operational needs for risk and resilience management for the system.
EMERGENCY RESPONSE PLAN REQUIREMENTS
Applies to each community water system serving a population of greater than 3,300 persons.
Requires an emergency response plan that incorporates the findings of the assessment within 6 months of certifying completion of its risk and resilience assessment.
Elements of the Response Plan:
Strategies and resources to improve the resilience of the system.
Plans and procedures that can be implemented, and identification of equipment that can be utilized, in the event of a threat to the ability of the community water system to deliver safe drinking water.
Actions, procedures and equipment which can prevent or lessen the impact of a malevolent act or natural hazard on the public health and the safety and supply of drinking water.
Strategies that can be used to aid in the detection of malevolent acts or natural hazards that threaten the security or resilience of the system.

SSM Welcomes New CFO, Cheryl Light, CPA to the Firm

SSM welcomes Cheryl Light, CPA to the firm as Vice President and Chief Financial Officer. She assumes the role from Edwin Hostetter, II CPA, CGMA, who retired from the firm after 26 years as Vice President and Chief Financial Officer. As CFO, Light will lead SSM’s financial operations to support and achieve the firm’s strategic objectives.
Light is a member of American Institute of Certified Public Accountants (AICPA), the Pennsylvania Institute of Certified Public Accountants (PICPA), and Greater Reading Chamber Family Business Alliance Advisory Board. She holds a Bachelor of Science in Accounting from Albright College and an Associate Degree in Business Administration from The Pennsylvania State University, Berks Campus.
Sam Zook, PLS assumes role of Director of Surveying and Data Capture
Congratulations to Sam Zook, PLS who assumes the role of Director of Surveying and Data Capture for the firm.
SAM ZOOK, PLS
SSM announced that Sam Zook, PLS assumed the role of Director of Surveying and Data Capture for the firm. Zook will be responsible for the management of the staff, operation of the department, and QA/QC role on all surveying projects. A licensed Professional Land Surveyor in Pennsylvania and New York, Sam is a 2009 graduate of Pennsylvania College of Technology with an AAS in Surveying Technology and AAS in Civil Engineering Technology. He is also a FAA Certified Remote Pilot.
In addition, the firm announced the promotion of Kevin Hoffman, SIT to Survey Crew Chief. Kevin is a 2016 graduate of Pennsylvania College of Technology with an A.A.S. in Surveying Technologies. He is responsible for conducting field topographical and property surveys, engineering surveys, records research, preparing plots, calculations and legal descriptions for properties; establishing field control; construction stakeout; and monumentation. He is trained in using Trimble GPS equipment, Trimble robotic instruments, Leica ScanStation, AutoCAD and Cyclone.

Give Back Club Donates $10,000 to Community Initiatives
Spotts, Stevens and McCoy recently made donations totaling $10,000 to organizations within in the Berks, Lancaster, and Lehigh Valley counties as part of a Give Back initiative.

Spotts, Stevens and McCoy recently made donations totaling $10,000 to organizations within in the Berks, Lancaster, and Lehigh Valley counties as part of a Give Back initiative.
A group of SSM volunteers interviewed and surveyed their co-workers to develop an action plan for the giving. As a result the firm donated $5,000 to the Susquehanna Service Dogs organization. The donation will provide one service dog to an individual in need. Partner Coordinator Deb Tack, Bob Lighty and his service Dog Tie Rod accepted the donation during a Company Team Huddle in December.
Working with their landlord, Park Road Presbyterian Church, SSM was able to assist a local family in need with a $2,000 donation. The firm also supported the Backpack Programs of the Greater Berks Food Bank, Second Harvest of Lehigh Valley, and Central Pennsylvania Food Bank with $1,000 donations to each organization.

Jonathan E. Meyer, PE, Senior Structural Engineer joins our Facilities Engineering Department. His experience includes design engineering for building and foundation design as well as building renovations including steel, concrete, tilt-up concrete buildings, multistory office buildings, and heavy industrial equipment foundations. He is a graduate of Drexel University with a BS in Civil Engineering Meyer is a registered Professional Engineer in Pennsylvania, Maryland, Arizona, Kansas, Iowa, Missouri, Kentucky, Indiana, Michigan, and California.

Robert Weinzapfel, PE, Senior Engineer joins the Water and Wastewater Engineering Department.
Robert Weinzapfel, PE, Senior Engineer joins the Water and Wastewater Engineering Department. Mr. Weinzapfel has engineering experience in power plants, wastewater and water treatment facilities, municipal and commercial facilities, and refineries. His experience includes heating, ventilating, and air conditioning (HVAC), industrial air treatment, boiler systems, chillers, plumbing systems, and other mechanical systems. Also experienced in mechanical design of pump stations, headwork facilities, digester/natural gas systems, and sludge heating systems, sludge thickening and dewatering facilities for wastewater. Weinzapfel, a graduate of Purdue University with a BS in Environmental Engineering is a Registered Professional Engineer in Pennsylvania and Maryland.

William T. Orlowsky, PE, Senior Engineer joins our Water and Wastewater Engineering Department. Mr. Orlowsky’s experience in the water and wastewater industry includes civil and water/wastewater design, field engineering during construction, and plant operations. His experience includes design of plant expansions and upgrades, collection and conveyance systems, developing treatment alternatives, development of plans and specifications, coordination of work with other disciplines, preparation of construction cost estimates, and preparation of permitting applications to regulatory agencies. He is a graduate of Temple University with a BS in Environmental Engineering and MS in Civil Engineering and is a Professional Engineer in Pennsylvania, New Jersey, and New York.

SSM welcomes Civil/Municipal Project Engineer Nicholas A. Szeradai, PE to the firm’s Municipal Engineering and Planning Department.
SSM welcomes Civil/Municipal Project Engineer Nicholas A. Szeradai, PE to the firm’s Municipal Engineering and Planning Department. In this role, Mr. Szeredai serves as the primary contact and advocate for municipalities. He is responsible for the project management of the engineering design and reviews associated with stormwater management, municipal planning, zoning and subdivision and land development, traffic services, and construction management.
Mr. Szeredai is also regularly responsible for MS4 Planning and Reporting as well as Project Management of Municipal Annual Roadway Maintenance Programs.
He is a graduate of The Pennsylvania State University with a B.S. in Civil Engineering and is a licensed Professional Engineer in Pennsylvania.

Berks County Source Water Protection Program
Spotts, Stevens and McCoy as a proud partner with Berks County Water and Sewer Association, is excited to announce that the Berks County Source Water Protection Program was a 2018 Governor’s Award for Environmental Excellence recipient. The program incorporates new and existing protection zones to maintain safe drinking water in Berks County, identifying possible sources of contamination for both surface water and groundwater. The program combines education and water quality improvements to the Schuylkill River and Chesapeake Bay Watersheds. The program promotes the “One Water” concept, which integrates source water protection with the reduction of stormwater and wastewater impacts.
The Governor’s Awards for Environmental Excellence are awarded each year by the Pennsylvania Department of Environmental Protection. Each year the Governor’s Awards for Environmental Excellence provide statewide recognition to businesses and organizations involved in a cross-section of environmental initiatives from cleaning up watersheds, saving energy, eliminating pollution, reducing waste and more. The awards highlight those projects that promote innovative technological advances, partnerships, public service and environmental outreach as well as encourage pollution prevention, demonstrate economic impact or employ innovative technology.

Brian Hassinger, PE joins Spotts, Stevens and McCoy as a Sr. Project Manager in the Water/Wastewater Engineering and Operations department.
Spotts, Stevens and McCoy (SSM) welcomes Brian Hassinger, PE as Senior Project Manager to the firm’s Water and Wastewater Engineering and Operations department. Mr. Hassinger brings 35 years of civil and water/wastewater design, engineering, operations and management experience to SSM.
Hassinger will be providing client management, project management and operations management support and engineering expertise to SSM’s extensive water/wastewater and municipal client base. His focus will be maintaining and expanding existing client relationships, helping our clients identify opportunities to increase the efficiency of their operations, fostering new relationships and actively representing and promoting the firm across the water, wastewater and municipal arenas.
