Spotts, Stevens and McCoy, Inc., a multi-disciplined engineering and consulting firm based in Reading PA named Charles F. Frantz, III, PE Manager, Civil Engineering Services. In this capacity Frantz will be responsible for managing the Reading-based civil engineering services including municipal representation, traffic signal design, erosion and sediment control design, stormwater management, and transportation design.

Frantz brings extensive experience in design and management of projects for both municipal and land development services. He is also involved in subdivision and land development plan reviews, preparation of construction specifications, and local, state and federal permitting associated with construction projects. Additionally, he will be overseeing the design of stormwater management and conveyance, transportation, traffic, erosion and sediment control, and utility aspects for both municipal and land development projects. He has 9 years experience in the civil and municipal engineering field, most recently as Project Engineer with Van Cleef Engineering Associates, and previously as a Civil Designer with Spotts, Stevens and McCoy, Inc. He received a BS, Civil Engineering from Lehigh University. He is a licensed engineer in Pennsylvania.
